POLICY BRIEF: PROBLEM ARTICULATION ASSIGNMENT INSTRUCTIONS
OVERVIEW
Policy problems rise to the public agenda as they are recognized and articulated by individuals or
groups in society. For this assignment, you are required to select a policy question from the list
provided in the Article: Conducting Public Policy Research and write a 1-page (2-3 paragraphs)
problem statement. Your paper must address the following questions:
1. What is the problem?
2. Who is affected by the problem?
3. What are long-term implications if left unaddressed?
4. Is this an “old” (ongoing) or “new” problem (resulting from technology changes, for
example)?
5. Is it a national or state problem?

 At least three scholarly sources
 Acceptable sources include peer-reviewed journals, law journals, government data, the
Bible, and relevant authoritative books. Other media, such as blog entries or think tank
articles, may be used sparingly.
